Is this in the series? or was there a movie you are talking about? Its been so
long since I have seen the series I forget, but my only guess for whatever it is
you are talking about is, that Blue was only HALF wolf that she did not come
back.

It's in the last episode of the series, the very last scene... we see all of
them at the end in a world quite similar to ours, except for Blue... And I guess
your explanation is the most logical one, notice, it's been a long time since I
watched it too, so I might be forgetting some other details that could have
helped explain...
From what I understand of that series from memory and watching the end on
youtube Rakuen or Paradise was only intended for wolves. That's why you only see
wolves there and not any humans or blue. It's like Fluke and Ayamael said since
Blue is only half wolf she isn't there.
(it would be cool if this new world of wolf would be Ours! think aboute it, we

one morething, Toboe's Hige's and Tsume's clothes have changed, but not Kiba's,
he looks exactly the same.
and one more thing, does this new world was recreated from foundamnnts or from
some point in history? I mean that one day there was nothing and the other all
new world with Kiba?
I agree with Fluke and Spystreak, Blue is only half wolf, soo that is way she
didn't reborn. To bad , I kinda liked Blue, she is like the feminine version of
Kiba

in new world, when Kiba and Cheza opened Rakuen (I thing they did it) all wolfs were reborn but NOT Blue.
