Well, I'm not quite sure about the terms "similar" cuz it can refers to many things. Story line, genre, character design, animation quality, and still many things more. But by the judge of some factors, I would suggest u watch the following anime:
- Inukami (similar to Zero no Tsukaima, where the male character was dominated by the female)
- Kanon 2006 (the genre is romantic drama like Canvas n to Heart)
- Karin (the genre is funny vampire with some drama like Tsukuyomi Moon Phase)
- An old anime called Vandread (girls n mecha, sounds like Demonbane?)

Similar to To Heart... In terms of the theme used, that is high school life, maybe School rumble would do... the only different is that school rumble is a hundred times funnier! (if to heart is funny at all...)
