I am looking where I can download some OST from this anime and music from the
seiyuu of Rally, Neya Michiko (who also do the voices of Riza Hawkeye, Cutey
Honey, Tao Jun, Barnette and, finally, Asakawa Yuriko)
That kind of music is so old that are very difficult to find nowadays u.u

Ooh, boy...that brings back memories. I used to run an FTP at Gamingforce years
ago, back before all the various database wipes they had. After I was gone one
summer and saw all the problems they had been having I decided just not to make
a new account.
Anyways, a great place to actually buy the CD (yes, I know this entails actually
having some spare *money, something a poor college student like myself wouldn't
have) you can look at CDJapan. They have
a great selection of anime and j-pop CDs, as well as Region 2 DVDs; however,
they may be out of stock for some older classics.
If you want to go the download route, check out the various IRC servers. I know
that mirc-x used to have some good channels, but its been dead since February;
I'm not sure where any good anime ost channels can be found anymore.

hmm well as for an OST for the oav series, there isn't one really. n.n; you have
an image album that came out before the OAV existed that has music inspired by
the manga but this came out in 1993 so your odds of finding it are pretty slim,
even in mp3 format. that and none of the songs are by the seiyuu used in the
oavs. =X
second, you have the cd single Hateshinai Toiki/Endless Sigh, which features all
3 of the girls (Neya Michiko, Hisakawa Aya, Araki Kae) that was released in 1995
just before the OAVs came out. the two songs, in vocal and karaoke, are
Hateshinai Toiki and Nantoka Shinayka!
other than that, it's just 6 drama cds but i don't have those unfortunately so
i'm not sure if they put any music tracks on them.
