you need to work on the extraction. Also, the text is hard to read because of
all the swirls. My advice is to leave the swirly letter as the first letter for
each word, but make the rest of the letters in that work simple font, like times
new roman or century gothic. You also dont have much that puts the background
and the character together...if you want to make it look more like a night sky
or less cluttered, I would overlay those tiny star sparkles and lower the
opacity. Your wallpaper just looks wayy too cluttered. I would also move sakura
down and towards the center of the wallpaper more because it doesnt look like
shes the main focus of the wall as of now - the text is taking up a lot of the
attention.

this! ! If he didn't like it why did he leave it for that long time in the
gallery? ? it's weird ¬_¬ ....well sorry but I made a sort of promisse
to not make another version of this wallie...(can you believe I did like 4
versions?) yes...I will do more wallies and try more techniques but believe me I
don't like the way of...changing and changing the original idea because all what
I get is like lack of inspiration...I do like my wallie...and i tried to make it
better but at this point I'm gonna just move forward and try to do a
"better job" for my next works...ok? I hope you'll
understand...

Do realise that gallery moderators are not on MT every single moment, so it may
take a while for them to go through the gallery (new submissions). There's no
time limit to how long a wallpaper stays in the gallery before it's deleted for
policy violations. I've even seen 100wk old walls being deleted, so the time's
not a factor here.
Your wallpaper, although looks much improved from the first version, still uses
filters (the default cloud render in PS) for the background, which the policy
says

artwork which when viewed is clearly indicative of extremely low quality and
effort. The following compositional and technical weaknesses may result in the
deletion of your artwork if they are significantly present in the submission:
# "brush-whore" or "filter-whore," depending on overall

Instead of using default PS filters or brushes, use some other methods of

gradients, etc.
Finally, don't give up. You've come a long way from your first version ^__^
