normaly after 0:00 am, and animes with 12~13 eps are aired at closed (cable) tv.
actually i've noticed the number has dropped down to 13 lately, with a few 26's
and VERY few 52 eps around. basically, that's just how the individual seasons
work out. it's the same with japanese dramas too, they're usually 11-13
episodes.
I think it has to do with the seasons or technical contract things with the tv
stations, 52 eps is for one year, 26 for half year and 13 for just few
months.
but sometimes there are weird number like 48, 33,11 or even 75 eps, but that is
more because external factor like poor ratings and lack of funding that leads
to anime being cutted or quickened in the middle of eps, or the eps were
extended more than it's originally planned because it's far more popular that
expected.

United States. Most new TV Shows have always ran for 26 episodes per season.
Look at Star Trek, mash, and the like. But recently, most shows have been
producing 22 episodes per season and they have been adopting that as the new
norm. I think this line of reasoning carried over into the anime genre and they
sort of stuck with that.
Take a look at Vandread: the first series ran for 13 episodes yet when Vandread
Second Stage was released everyone saw an additional 13 taking this series to 26
episodes for the whole saga.

Never know for sure, but my guess is 52 weeks/year divided into two parts= 26 episodes.
