Ah, so there are female characters in Hetalia? That's good to know.

It was hard picking the top 3, but here is my list:

1) Hotoru Tomoe/Sailor Saturn/Mistress 9 (BSSM)
2) C.C. (Code Geass)
3) Ashura - Since Ashura doesn't have a gender, so I guess she/he/ can fit in the pretty girl category? (RG Veda)

Well, the prettiest is quite difficult.... since pretty is part of a character's charm. Anyway, strictly on the prettiest category: Yamato (Kancolle), Kuro Usagi (Mondaiji), Saegusa Mayumi (Mahouka), Yuuko Ichihara (XXX Holic).

Simca, Mizuki Kaho, are the best for me

1) Shana from Shakugan No Shana is quite the cutie
2) Well Kaname Chidori + Tessa from FMP are nice too
3) Karin is pretty cute (From Karin Anime)
