Easily Squall and Rinoa from FF8, followed by Celes and Locke from FF6.
Cloud practically had no relationship with anyone and in the FFX games
Tidus+Yuna weren't even close to beeing as strong/emotional.

Well.... seriously, I'd have to venture to agree with AceGunman on the Celes
and Locke pairing from FFVI (or III or However you feel like calling it )
That was the most emotional pairing I've seen in a looooooong time.
I do not agree with the Cloud thing though, while it was not blatantly obvious
Cloud did have a bond with Aeris. Tifa he began to form a bond with after
Aeris's death, but it was not a fully developed relationship at the end of the
game. Maybe by AC we'll see some more
*can't wait to see redone Yuffie... drools again*
But yeah.. gotta go with the Locke and Celes there
although i consider it one of the lesser final fantasy's.. i have to give it up
to:
squall and rinoa.. easy.. . i would go with locke and celes.. but they dont have
enough in there to make a subplot out of it.. it would be nice to see though.. i
love locke..and i love celes even more.. ^^

What I ment was that he didn't really have any real relationship with anyone,
they cared for him but he gave almost nothing back in return, difficult to
explain 8P What I mean is that neither CloudxTifa or CloudxAerith can be
considered a pair, partially because well nothing really happens really =/
Besides, the pair of FF8 was much more emotional by far than the pairings of FF7
ever was.
I liked Zidane and Dagger. hehe, they argued alot if i remember correctly, but
he grew on her and was protective. cloud and tifa are a favorite too since
they're friends and it's always nice to see friendship grow into something more,
if that happens in AC ^_^

relations.
RxS was a complicated/shy relation (Rinoa being outgoing and cheerful whereas
Squall was always pessimistic and reserved), not really told, hence strongly
emotional. The ending made me died.
YxT was an open relation which also makes it very emotional since
"you-know-what-happen-at-the-end-of-X". The ending really makes you
dive into Yuna's feeling. Gets me so much that I cry each time I watch it!
