Umable to Upload Scans with Access Denied

I am not able to upload scans with access denied. Is it a bug? Thanks.

I'm not the one who restricted you.
Your latest Soul Worker scans were all ripped from pixiv, you cannot upload images taken from on the artist's pixiv and website.
