Take a look at http://sheqel.minitokyo.net/ in the
recent forum threads it shows a forum called 'Minitokyo3 Release' that is
created in the 'Moderator Forum'
The mod forum's always existed for moderators. Elite members can access it, but
not regular members. Now it's showing up, but normal members still can't access
it, so I think it's ok ^.~
