Well, I tried this out a while ago, people say the scan is cute, I think so too.
The background is supposed to be a dream, say in a forest where the girl is
walking around. I know that the bg might be a little too simple, but a lot of
effort was put into it. The enlarged version of the angel might look a little
grainy on some monitors, I think, but I suppose its correctable. Here's the
image below. I hope I get comments on how to improve it. Thanks in advance for
any comments ><

it to the bg....cuz i think it's meaningless

careful with perspective..cuz she doesn't really look like walking in a forest.
You can use a stock photo to aid you in creating a scenic background. So you
will have an idea of how should the perspective be. try this site: http://www.sxc.hu/
the color choices are good.
the outglow of her seems a bit too sharp....try to soften it up a bit
nonetheless, it looks pretty good....keep it up!~
I'll write anything I notice in point form... so hopefully I can give you some
ideas while you're reading what I think about this piece
* I'd prefer to see this in a larger version... but anyway- the scan is a bit
too small for the background overall. Not sure if the original scan was that
small, but that's why you filled up the right hand side with the bigger enlarged
scan to fill space. I would probably get rid of that bigger scan (because well
as ayaki said it's meaningless... another reason I would say is that there is no
point to repeat a message again... and it does lower the quality of your
composition. I think you'd be better off without it...)
* Scan quality is a bit on the downside. Not sure if you had extraction
problems... so you blurred bits of it... or perhaps you tried to get rid of the
graininess? Either way, it's too blurry. You probably should have extracted the
scan, duplicated the layer and then blurred the duplicate by a small gaussian
blur or a median. Then you set that layer onto soft light or something.
* I wouldn't repeat text more than once on a wallpaper. Again like the scan, we
get the idea. We don't need to know it again... the text at the top left is
crowding that space a bit. Maybe if you got rid of that, moved the bottom right
text up and centred it a bit (centre vertical that is) then you will solve the
problem of emptiness when removing the larger scan
* The colours are nice, soft, and very fitting for a desktop They are
good on the eyes, and it makes for a pleasant wallpaper
My only concerns are scan quality and also the composition
PS: I also suggest you remove the outer glow completely. While this is a dream,
the white foggy pastel colours are enough to do the trick... I would avoid using
any outer glows, because they are usually used to hide extraction mistakes, and
they do detach your scan from the background so it loses unity
It's a little overly busy, and a little low quality scan but otherwise it's
great. Just spending some time with the healing brush and repairing the quality
level will make it a favorite of plenty I bet.
