Maybe something that isn't mainstream? Shakugan no Shana might have that, but
*sigh*... Its so hard to find an anime with all of those lately!
It's easy to name shows with 2 of the qualities you want, but harder for all
3... most romantic comedies don't have a lot of action (ie Maison Ikkoku), and
some action comedies don't have much romance (ie Ranma; I didn't pick two
Takahashi titles on purpose, they just came to mind first). How's about Love
Hina? Lot's of romantic tension, plenty of comedy, and a fair amount of action
too... that's all I got :P Oh, forget that, you said not mainstream... oh well.
I strongly recommend Full Metal Panic? Fumoffu. You get action, love and it is
extremly funny.
Midori no hibi is good too, but I can't remember if there is much action.
No one has mentioned Tsubasa Chronicle yet? That's got it all
or how about... Gankutsuou? The story of love, veracity, and betrayal, with some
action on the side :P

Yeah. I agree. FMP is the obvious choice. Try reading the books... It bring out
the emotions better.
Suzuka would also suffice... more sport than action though, but it really is one
of the best new romance shows out there.
I don't really think there are really love in FMP (a little more romance or
ecchi than love) but it's a good anime.
Fruits Basket is a good choice even if it doesn't qualify in action.
So Full Metal Alchemist fail in the love part but it's a great anime.
Mi Hime is nice... even it's really more dramatic than funny.
I would say that the anime that fit best for the description is Maburaho
but Full Metal Panic is also a very good serie i will strongly recommend them

other than that its really hard to find a series with all three... ahh Mahoromatic, action, comedy and love
One Piece is a show that is funny and has a lot action.
i guess Full Metal Panic to some extent has all three... mostly action and comedy, but there is some romance in there...
