Well I think the characters need blended more in with the background seems they
were just pasted on and given a glow around them, maybe like Vinitachi said,
instead of having 3 images, just focus on 1 and build a background for it.
I also think the characters need blended into the BG abit better. And I also
think you need to clean up a couple of the images some. A couple of them have
lines in them and by fixing it up you can make it look better in quality.
like fluke and kagoem said, focus on one and clean up your image...i think the
kamui on the right might be best...you have a nice shadow for him too. the big
kamui on the left has too much texture from the scan plus the "streak"
which makes for poor quality.
also, if you meant to leave in the texture on kamui (left), the texture doesn't
match the one on the other kamui (right).
when you have textured characters, and the background is smooth (no noise, no
texture) it doesn't blend as well.
* The hellsing one is pretty nice, but try to only use one image of hellsing...
having two images in here is like filling up space and that's not necessary- you
have already created the atmosphere adequately with one scan (plus you'll get it
deleted possibly for ghosting... well "ghosting" in this sense, so try
to not repeat characters).
There are a few quality problems though, the scan looks a bit grainy. The font
can also be improved drastically- try not to write too much on your wallpapers,
and select a good legible font and avoid text effects as much as possible
(unless you're using them to make it easier to read )
FMA:
* Extraction and quality issues- Ed (?)'s hair isn't extracted cleanly and it
looks blurred to hide some extraction problems. Ed was also enlarged, and it's
grainy. Try not to enlarge scans because the quality goes down. The background
is okay as well, so that's fine. Same point about the text, so I won't repeat it
again
Compared to the first wallpaper you linked, these two are MUCH better and you
have improved a great deal! I hope to see you keep making wallpapers, because
you are definitely on the right track
In your deleted wall I see, as in your Hellsing wall, a lack of focus that's
distracting. I know it's tempting to put all your fav images together in one
place, but:
a) it's distracting for the viewer to have 4 pics of 1 chara on the same screen,
and
b) it's considered a low effort way to fill space.
Like kuroimisa said, it looks like you're moving the right direction. Everyone
begins as a n00b, but, with practice, everyone can improve.
Hellsing Wallpaper === I like the background of it with the fire but i think u
should just have one character on the wallpaper because it kinda distracted me
with two same character.
FMA Wallpaper === I don't really like the background though others might
disagree with me. I think it will be better with edward looking infront rather
than looking at his side view.
* Overall quite good for a start. I think your current work is much better than
the previous one.
The common problem I think in all three wallpapers is the lack of focus. Like
everyone else said you need to choose one image and stick to it. The X wallie
was way too busy and you didnt know where to look, there is definately an
improvement on the next two but you are still not quite there. Rather look at
some of the other wallpapers to see how they fill empty space. Less is more in a
lot of cases ^_^* You have made so much progress from the first one to these,
keep it up! ^_^*
Please tell me what u personaly think of my wallpaper. This wallpaper is from X & is named X Kamui Forsaken. http://img139.imageshack.us/img139/6321/xkamuiforsakenwallpaper1024by7.jpg
Ain't too bad, though it to me have too may images for one wall and it kind of bloody.

I'll comment on your new ones:

Its alright. Really bloody, but that kinda suits Hellsing. They seem cluttered...
