How to put subtitles in a movie?

Do any of you guys know how to add subtitles to a movie file? Can you use Adobe Premiere for something like this or do you need some other kind of software? Thank you.

There is a program called SubStation Alpha that you can use. Basically, you write up a text file with each line of captioning, then use SSA to time each line. By using a plugin filter for VirtualDub (Vdub) you can then place the subtitles over your video and export it.
