I'll say shin-akuma and shin-mr.karate. Both of them are very powerful.

well Bison on street fighter 2 was tough, well not really tough, but cheap, he just throws you, that took half of your life points. That is one cheap boss in my opinion.

I-No from Guilty Gear XX Reloaded. Almost too cheap to comprehend IMO. I hate Genra too. He always foils my winning streak with that damn fire shit.

-Kagami (lb1): He has 2 phases, and in 2nd one he floats in the air :P (he's easier, though).
-Magneto (Xmen): His magnetic tempest and his shockwave are O_o

If i had to pick the best boss... it would be Genra, from DOA 3
If i had to pick the hardest boss... it would be Jinpachi, from tekken 5
But... teh most annoying one, is Tengu, from DOA 2

I-no is very easy, when you understand her AI patterns. A lot of people thinks she's hard because of Megalomaniac, but it's easy to dodge.
