No, there doesn't need to be romance in a good anime. See Haibane Renmei, Air, Spirited Away, Mononoke Hime, Azumanga Daioh, Neon Genesis Evangelion, etc etc.

An anime can definitely be good without romance, e.g. Get Backers. But of course, its always better with love!
