Of course vectors in Illustrator. Vectoring in PS isn't true vector... actually it's not vector it all, it's rasterize. In illustrator, you can resize small and big still looking crisp. You can simulate a vector in PS.
Vectoring in illustrator is a lot more complicated because since it's using objects, you can't erase to your liking. You can only erase segments, and lines.

i know a firend that uses AI. she is teaching me how to use it so i would say use AI :)
