You haven't added them to your friendslist. Visit their userpage and add them to your friendslist, then you'll receive notifications when they submit an artwork or create a thread.

If your friends submit a scan or scans, then you will not receive a notification for them. You'll only receive notifications when your friends submit a wallpaper or fanart.
