screenlooker, what you have to realize is that an IP ban isn't very effective against those who understand the internet more intricately than your average net browser.
For starters, it is relatively easy to change your own IP and start spamming again. there are other methods to get rid of ppl like him, if you're willing to spend the time and money.
But in the same way that spammers can find ways around simple banning, so can forums.
Take for example, some forums make every user wait anywhere from 1 minute to about 5 minutes before they can start
posting again. Other forums make all users type in a random code for any post they make. Still other forums ban you
automatically after you make a certain amount of posts within a certain amount of time.
While this doesn't exactly stop the spammer completely, it slows him/her down a great deal, making spam a lot less
effective and much more of a pain in the ass.
in extremely rare cases, I have seen people pay money and take the time to find outside help. outside help as in actual hackers. needless to say, the spammer found his PC's registry in shambles and every file in ruins within a short amount of time.
