Um... You'll need to know the html stuff. But if you use a hosting site like ImageShack, they do it for you. So just copy the link when you make your thread. And if you don't use that, you can still just use the link to your actual sized wallpaper. People will check it out regardless if there is a thumbnail or not ^^

What thumbnailing? That stuff is easy. Just open in your favorite paint program, select image size, resize to desired size, save file as... (some other name like thumb_imagename.jpg).
If you're talking on your own website, there are plenty of scripts out there to do it serverside using PHP.

The actual html for doing that (assuming you've got your thumbnail [thumb.jpg] and image [image.jpg])
<a href="image.jpg"><img src="thumb.jpg" /></a>
Just change image.jpg to the path of your full sized image, and thumb.jpg to the path of your thumbnail.
