Lincoln's campaign promise is rather broad, isn't it? There were several issues in his platform, for several elections even.
The most notable for the 1860 presidential election was noto really a promise so much as a stance on the issue of slavery. Lincoln did not insist on the abolition of slavery in the southern states. His position was and had been only to stop the further expansion of slavery into new territories, an issue raised by the Kansas-Nebraska Act of 1854.
There is also the Republican party promise to support free homesteads in the Western frontier, but that was of course a much lesser issue in the election.
