No! Human is a dominant race of the Earth, to become like that they have to defeat many obstacles and to turn the environment in their way. And if the fence can stop Mexicans then I'll be surprised. If they cannot climb the fence, then they will use other ways and then the United States have to buid other things to prevent it. Poverty makes people stronger and more ambitious, I don't think the American can prevent that.
