The first title is indeed the series and aparantly the 2nd title is indeed a (new?) movie.
I supply this link. The summary sounds basically like Innocence's (Motoko gone, Section 9 has to face new threats), except that now Togusa is in charge.
Apparantly it premiered in NYCC at the end of November this year.
Hope this is sufficient.
