Well it would help if you can write what the PM said but from what I see, the bg seems a bit simple and the scan doesn't really blend in

Also in the policy it mentions

Focusing on the part where it says "ghosting" You did lower the oppacity of the scan and used it in the background and I believe that was the big problem

And I had read that too... but on the background, I had used Layer > Layer style > Blending options > Lighten to get that.
Hmm... =\ What do you suggest?

Well..... I understand that you have used blending option and not lowered the opacity but it looks transparent so technically it is still low opacity.......

Well...... seeing that the scan is quite dark without much shading in it, I suggest that you find a stock photo with a dark theme or just a scenic image and put on a dark gradient or cover or something
and decorate using brushes or something

Well, that's my opinion...... Hope you can improve

Good effort, but there are some points you need to take care of:

- Like vatican92 said, ghosting is strongly discouraged, despite the layers actually being filtered.
- The scan is neatly extracted, but looks odd against the background. I suggest either cleaning it or giving vectoring a try.
- The font looks alright, but might be too big for the wall (and changing the color might be a good idea as well ;))
- I'm really liking the background, so you can keep that one if you want, but, like I said before, the scan needs to be worked on.
- Some random patterns/textures wouldn't go amiss either for this kind of wall =)
- Don't forget your signature!

Jenny-chan! You've made a wallpaper! >.< Let me see what I can tell you...

I personally like the way that you have it now. The bg work is really good, the spots are really good; I like the different colors, and the pattern in between is a nice touch...something different to draw the attention. But, like the others, I think the scan is a tad...weird for the bg. I seem to have the idea that it's too dark for the faded/ soft bg. I think the problem is the dark dress...if you could lighten it up, or vector it so it's a different color, that might solve the problem there.
And, I think the ghosting, even being a layer messed with filters and such, would give you some problems. Not sure about that though.

But, that's all I got for you. Not much different from the others...so maybe it'll help, maybe it won't. Good luck with your wallpaper! I'll be waiting for it. ;)
