Buu saga,by that time Goku has already learned Super Saiyan 3.The base form should indeed become strong enough.But if your title mean what if Goku at that time fight with Freeza again,then i can tell you he will win without Super Saiyan.Actually,Goku even without at Buu Saga can easily win Freeza.Goku has a move called Genki-Dama (Spirit Bomb) which is the most powerful attack that can easily defeat Freeza even in his base form but the only thing is this move require a long time therefore he did not use it often.
DragonBall GT is the sequel to the anime of DragonBall Z,but not the manga so yes its not that original.But it still show how Goku become strong even with his base form,when he goes to hade and finish off all his past enemies with ease,probably through experience and not only training.
With reference through that...Goku become stronger with training and experience with his enemies.Even when he was in Buu saga.
