It would also help if you posted the botchii message that you should have already received. Usually, the Mod who deleted your artwork will post their own comments at the end.

It looks rather obviously that you just used a couple of standard Photoshop filters (like blurs and grain filters). It's not that you can't use filters at all, but if you need to put more effort than using filters

Poor extraction, you simply used a soft eraser to extract the right side of her, and used a border to hide the edges

The background is just an overly filtered stock photo with the picture of the girl slapped on top. The background and foreground aren't integrated at all.
Additionally, your description is really short, it doesn't really tell us how you created it.
I suggest that you try posting in the Sandbox first.
