You could just wipe out all their memories and we could re-educate them to be kira supporters. They have no records of their former lives so it's not likely anything will refresh their memory.

Kisa wiped out everyone from SPK memories and reeducated them to be Kira Supporters and then none of the SPK remembered of their lives before she reeducated them she had to really throw her telepathy a lot to do this.
