Wow, long time since I last posted hereO_o
One I recall not smiling often, if at all, is Saitou from Rurouni Kenshin. Otherwise, I really don't know, maybe Al(I think that's his name...) from Fullmetal Alchemist once he gets turned into the armor?(\ /) This is Bunny. Copy Bunny into your signature

Uhm, I don't know anime characters who never smile, but I know someone in the manga Prince of Tennis that Tezuka Kunimitsu smiled once because they won the Nationals - but he really isn't smiling though!

Hm, this is a bit difficult... Most characters have smiled at least once (whether happy, demented, or other wise).
Elsa from Gunslinger Girl is one (however, she only appeared in a flashback in the manga and one episode in the anime).
I don't think I've ever seen Anna from Shaman King smile either, but I could be wrong.
I'm pretty sure Kyon from Suzumiya Haruhi no Yuutsu didn't smile either...
...I also think Hei from Darker than Black didn't smile... at least when he isn't acting. x3

Heh. Kakashi from Naruto actually smiles somethimes but you never really get to see it, right? Can that be accounted for as 'not smiling'? XD

Now hold on there, I remember the series pretty well and even in the movie he really never smiles. If he did smile it was once at the very end of the series, which I'm not sure he even did. I feel like watching it all over again to check now lol.
