To start, maybe try to be active in the forums, download wallpapers(as long as it doesn't exceed the 5 free download quota a day), invite friends and if you a scanner and any vector art maker, try to create some of your original creations and share it in here.
The moderators can give a more detailed approach here

hiya and welcome to mt...downloading recycles every hour...aka it resets itself and able to download even more...this changed a short awhile ago...make certain to check out http://forum.minitokyo.net/t65435 it goes into what the newbies should know before posting and it also mentions rules and the likes...there are groups as well as comments one can post...just about everything around here brings activity to the site
