I also delete official wallpapers if the quality is bad. Official doesn't mean that I have to keep it. This scan looks as bad as an enlarged scan. Maybe it's not but it looks that way. Some cg images have jagged outlines but the rest still looks good but in this scan the overall quality is too poor.

Ok, ok let's calm down.
I just fullviewed it and I have to agree with Madoshi: quality is as bad as if it's been hugely enlarged.
It could be a partially corrupted upload too, EagleEyeTZ. Have you tried downloading your uploaded picture? It looks just ugly.
Last, please provide original url where you found this, since it's 'official'.

Without any real link, all we can do is trust your word.
So I prefer to trust my judgement: official or not, that 'scan' is crap.
And now I'm a bit worried on your future submissions, since you don't seem to know what 'bad quality' or 'enlarged' means. Just be careful.
