I'm not a mod , but I can say is that if you compare to the original scan above , you actually did little to be considered a wallpaper of your creation . All you did there is cropped the bottom half of the scan , add sparkles + simple texts & tweak the color value of the scan . I believe that's the reason of the deletion . They usually provide extra description at the bottom of the automated message , and that is the real reason behind your wallpaper deletion .

You can use the Sandbox to get feedbacks on any wallpapers you've created . Be patient as it takes time to get the right critiques (better if you get feedbacks from the mods or wallpaper makers) for your wallpaper .
