Minitokyo and AnimePaper have different guidelines/rules regarding submission quality. Therefore, if something is accepted on AP or any other website, it doesn't necessarily mean that it'll be accepted here. With that said, looking at the scan, it has noticable JPEG or "compression" artifacts + appears pixelated - and thus is not acceptable in the scan gallery.
