If i wanted to upload somthing, does it have to be made by me?

If it's a scan no, but indy art or wallpaper yes :) .

madalin is correct, you also got to remember if it's indy art or wallpaper or a scan. if it's a artwork and it's not done by you it's ripped and you could/will get into trouble. make certain to check out faq and policy to see what is accepted as well as check out various forums to help learn what is considered what.
remember: uploading someone's artwork in the scan section is also considered a rip, however if you're uploading a scan from a site, that is a scan, just make certain it isn't "banned" from the site, which the two links will help there.
