Ragnarok Offline Game? o_O Are you talking about International Rangnarok online? If so just go to the main website and download it for free (you get a 2 week trial) http://iro.ragnarokonline.com/

If you are talking about about private servers, those are illegal so I have no clue how you would download something like that. I'm not aware of a Rangaork Offline game, so sorry I don't know if I helped or not.

Wait a second... Playing Ragnorok on private servers is illegal? What if it's only offline and on a LAN between a computer and a laptop? Illegal? My cousin was doing that.

are you familiar with Kazaa and/or other filesharing programs out there, r33an-friend? you can try searching on google.com to find them programs, install 'em and search for your delicously hacked/illegal games for, as you say it, free.

it might take a bit of work, since methinks the particular hacked/illegal game you're looking for costs about a whole CD (even when *.rarred or *.zipped)... onegai, please don't ask me how i happened to know said filesize (...anime sweatdrop, almost blurts out that she has a copy of said game too... ^_^)

You have to set up your own server to play offline..To do that you gotta download server emulators, i suggest Athena.
You also need to download kRO (korean Ragnarok online) and Sakray, these are also used to play on private servers.
