I was reading the FAQ for submitting and saw that I could submit official (meaning distributed by the makers of the anime) wallpapers as scans, and I have an official wall,
but I just wanted to make sure I could submit it as a scan and state its an official one and not mine without getting in trouble

.. it's written in the policy... so why asking?. Yeas you can. Make sure it has not been submitted before thouh ans point where it is from if at all possible.
