ummm I have post a gallery once and it's deleted because it's from other web,
but I se people , he/she toke a picture from another web why it's not
deleted?????
wallpapers can't be ripped (taken) from other sites, they have to be your own
achievement.
on the contrary, you can post scans from other websites (if they allow it, some
sites / artists don't want their scans ripped). but doing that you have to give
the proper credits : where you found it, the artist if possible etc...

If you are saying why hasn't anybody's submission but yours deleted. This is for
a simple reason(s)
1) Nobody reported it was ripped from another site
2) It was deleted and later resubmitted with permission from a Gallery Director
after just proof was given that the wall in fact was created by the person that
posted it here.

You post proof meaning you actually show them the materials that you used to
make the wall thus proving it is yours.

well it depends where you submit it.
