I was planning to upload some scans, but I have some questions as since I have never uploaded before.
How can you tell if the image has at least 1,000,000 pixels?
in photoshop
go to view > Image size
if its 1000x1000
or just times the height and width and it has to equal over 1MP or 1,000,000 pixels
There are no exceptions?
Edit: Reason asking this is some of my scans are just a shade under, at around 800~950 Pixels...

Nope. The point of having a minimum size is to make sure scans are of a high enough quality to make a wallpaper with. If you have other scans you'd like to share that do not meet this size requirement, you can post it in the Anime Pictures Dump
