i found some old anime scans on my computer when i was deleting some stuff...i want to share it with everyone but..they seem to not reach the submittion requirement since they dont have enuff pixels..any suggestions?

resample it if they are not too small. Dont just resize, the quality would be more decreased then by resampling.
I use sometimes just irfanview, but if you have art programs use them, i think they are better then a imageviewer ^^
