Yeah, blender is great once you get past the learning curve. It has everything
you need in a 3D modeling and animating program. It even has a built in game
engine, thought that won't help you with walpapers. Gimp is also pretty good. It
can do just about anything photoshop can do, and it does some things better if
you ask me. I don't like the UI though. It's your best option if you aren't on
Windows or Mac and/or don't like pirating software.

i work with photoshop cs8 paintshop PhotoImpact 10 but i never made a good sample wallpaper could any one suggest a another good program or software ?
Adobe PhotoShop CS2 is one of the best programs out there.
Play around with each effect, try to mix them do whatever you want with it. And eventually you will be able to make a beautiful 3D wallpaper.

If you dont want to spend money or use pirated software try gimp and blender3d. That are pretty good free programs.
