The rain is nice, but it's drowned out by the light in the bg and shows up like
noise on the chara images. It needs to be toned down a bit in the foreground,
but also needs to show more clearly in the bg. For the latter, I suggest using a
darker shade of blue.
It looks like you're going for a more realistic look, or a more misty/stars/etc.

charas into the bg more, I suggest you start with some clouds. Then you can work
on some more stars, and maybe a planet too.
The rain is almost too suble now. It still blends into the white at the top, and
has vanished from in front of the charas. Having some rain in front of the
charas would give them more context. To keep it from looking like noise, you
could play with the Levels to lessen the amount of white spots.
The mist is a nice start, but having a pool with a reflection still floating
above the mist is a bit awkward. I think you could go for some more; and also 1
or 2 whisps in front of the charas to, again, give them context.
The stars are nice and subtle (if that's the look you want) but it's sort of
just a band. Maybe some stars scattered lower down would give it more of a
gradient.

I thought it was a bit too much trouble with the reflection pool but I did add
the mist as suggested. I also added more stars so it doesnt look like a
band.
I like the atmosphere, and the water/rain drips look really nice on the
characters. the mist at the bottom is nice, but now it looks like they're
floating in midair (is that what you want?). The pose looks like he's kneeling
on the ground, so maybe some shading or a small pool of water to suggest ground?
and try adding some mist over her feet as well, might help blend them in more.
Wow! I love black cat. great work on the extraction. the wallpaper really looks
nice, but here are some things you could do to improve -
1. put a shadow/pool of water under the characters so they dont look like they
are floating in midair (lik MapleRose said)
I really like how you had it in the first two wallpapers. It looks like you may
have put a little too much mist in the third one.
2. ummm is it really possible to rain and snow at the same time? I dont know if
you want that look, but it does look very nice. if youre going for a more
realistic look though, I would ditch either the rain or the snow. (or maybe fade
the snow a little?)
3. as for the writing....it seems to contrast a little too strongly with the
wallpaper. try to make it a teeny bit transparent
4. the sky definitely needs more texture. land and sky look like they are all
connected. try adding some subtle darker gray/blue hues to the sky to add
contrast and depth. another thing that I think would really help to separate the
sky and land is to add some hazy shadows of a bare forest (meaning a forest with
no leaves because its obviously cold and snowing). I would make it behind the
"Never leave me" line so it doesnt look too close to the
characters.
5. another problem i see is that the female character's dress seems to be
slightly flowing towards the right, which means that there must be some kind of
breeze. the problem is, the rain and snow are falling straight down. try taking
a look at some real life pictures to see how rain and snow are supposed to look
when the breeze is blowing a certain way (well, thats wat i would do anyways)
6. another little suggestion. its raining and snowing, but the characters dont
seem wet, and they dont have any snow on them either....it just seems a little
strange to me....i would darken some blotches of their clothing to make it look
like they are wet (especially on the male character's shoulders and the edges of
the female character's kimono)...and maybe add some snow flakes on the male
character's shoulders.
7. if youre going to add some more mist, try adding a little more around the
characters so it doesnt look too unnatural. if youre also going to add that
forest, then i would definitely put mist infront of the forest as well

absolutely have to do! im not a very good artist...lol
