Well, looking at what you have there the character extractions seem poor, the
edges are jagged it appears, if thats the way the scans are I'd suggest using
different ones. The first Komugi one, the background looks blurry to me like
around the planet. Other than that, they seem kinda simple to me like the
lettering on both of them stands out too much, try changing font or
something.
I'd say if you REALLY want to resubmit this, put them in http://forum.minitokyo.net/25/sandbox/
so you can get assistance and critique on them. Then after that see if you can
resubmit them.
extractions on both seem to be pretty poor, average at best. The rei one isnt as
bad, and the text is just slapped on there and just looks really cheap. Also
there really isnt a whole lot of detail in it
Those 2 wallpapers still need a lot of work, and their respective place should
be in the sandbox, where you can get advice from members to enhance them.

-Bg is made out of the basic clouds render filter.
-Text font does not fit and size/emplacement is not good.
-Scan needs a lot of cleaning and blending work.
-There's a horrible English error in your Rei wall that only shows this was not
worked on long enough. If you're not that comfortable with the language, pick a
dictionnary up for God's sake!
