I'm not a huge fan of the background :/
I just don't like the whole look the background has, very odd
the scan looks a tad grainy, a tad, but it's extracted nicely
The scans extraction is alright, though a bit messy in some places, but like
Kawaii stated, it's grainy. Try IM for a cleaning
tut.
Also, the background is a bit strange. The colors, the weird patterns... I
dunno. Again, try IM for some tuts.

as the others said, the scan is grainy, maybe u can try a smoothed blur (i'm not
sure if that's the name, cuz my photoshop is in spanish, but it's the 7th option
in the blur filter), that tool is awesome and i luv it. The extraction is also a
bit messy and Chloe-chan said, maybe u can take more time doing it. I don't like
too much the bgr, is weird. maybe u can take the pic u used for it and add to it
some filters, then, in the bgr u can use some brushes. I dunno if u have account
in DA, but there u can find tons of
awesome brushes, textures, stock images, etc.
The pic is really cute tough, and i like the principal idea ^^.
i like it its uneque but id have to agree with the others it has ineque patterns
that arent applicable to the character an the extraction (render) is well cut
out but it is grainy and not the best image to use for this wall paper but you
done good for your first wallpaper
