Well, it's easy to see why the scan was deleted.
It doesn't require the minimum size of 1.000.000 px.
The hole scan meets this size but the extracted character in that scan (Naruto
or an other one) must be minimum 1.000.000 px. That's not the case in your scan.
Pretty much what Cheza said. The image is comprised of separate images, non of
which meet the minimum size requirements on their own. If any one of the
characters had been over 1,00,00 pixels in total then the scan would have
stayed. Sadly, they're all far too small.
