Shin-Chan characters definitely. It added to the show's uniqueness. I'd say the kid with the snot looked the funniest.
Any character from Dead Leaves. They have their own flavor of absurdness, especially the pelvic drill.

I have to choose Konata from Lucky Star.I mean,in her chibiest form.
Nell from Bleach.....she is completely hilarious......the best i ever seen......i'm so happy that i finally get to see her taking life and colour in the anime.......

Kogoro Mori in Conan ^____^ And the chibi form og Kaga from Hikaru no Go
