If by image maker you mean something to make your own CGs, I'd say Paint tool
Sai.For image editing nothing beats Photoshop.In the end, I always use those two
combined.
Paint Tool Sai is a painting program, kind of like a cross between Corel Painter
and openCanvas, but easier to use than Painter Anyway,
if you like to draw a lot (like colouring your sketches etc), or if you have a
tablet, then it's a good program.
