This is a question I've been pondering over for quite some time now.
I'm a fan of Ai Yori Aoshi, and I know that the music composition was done by
Masuda Toshio. Then when I look at the
composer for Naruto it's Masuda
Toshiro.
I found these details from AnimeNewsNetwork. And thus this should mean that the
composers are different.
According to AnimeNewsNetwork, Masuda
Toshio also does music for all of the Mahoromatic series. However Masuda
Toshiro also does the music for Mahoromatic Something More Beautiful TV.
It reads in AnimeNewsNetwork that in Mahoromatic Something More Beautiful TV
that Masuda Toshio is put under the
position of MUSIC, and Masuda Toshiro put
under the position of MUSIC ARTIST.
Also in Animenfo, it says that for the Ai Yori Aoshi the music is composed by
Masuda Toshiro.
And also when I listened to the Naruto soundtracks (not that I'm a fan of
Naruto) on the soft and sweet pieces of music, it sounded very much like the
style from Ai Yori Aoshi.
So, are they the same people or not? Or did none of you people get what I just
said?
As far as I know you are correct. They are all the same person. Although they
have him listed in different categories it is all composed by Masuda Toshiro. I
know a friend of mine said that even CDJapan listed him as
"Toshiro"and other list has him as “Toshio". That is what
I have found so far.

jpop/jrock from parts of naruto is asian kung fu disco, which you can get at
hongfire.com
It's not uncommon that the same person composes for different animes, so yes,
Toshiro Masuda composed the BGMs for all those animes. For the opening/ending
themes, other people are called upon.

Well isn't that obvious. Of course we all know that composers make music for
more than 1 anime. It's just that they sometimes have other japanese equivalent
names. Sometimes confusing.
