The site is www.totalvid.com. It's legitimate since I found it while browsing Windows Media Player 10's Entertainment guide. The only problem is that the anime that's available is old and the selection isn't the best. Though there are some good ones. The anime is mostly from Central Park Media Productions.
The rentals are for 10 days and the cost ranges from $1.99 to $3.99 per download.
