What picture, do you mean a background image or picture on your content? I would love to help.
If you are talking about background image, then please refer to exentric's PS tutorial: http://forum.minitokyo.net/showthread/8019/
Or either Bel-san's PSP tutorial: http://forum.minitokyo.net/showthread/15480/
If you are talking about image on the content, then you need a image hosting site. I would recommend photobucket. Then after you have uploaded the image, type in the image code for the image.

For bakground image, you'll need to slice it. To do that, you need photoshop. You can also request a userpage skin here: Custom Userpages-Tutorials and Requests.
