Really, with skills you can get a good result with any software. Try Photoshop, or Illustrator.

its all in ur drawing style...
its like askin wut program can give an oil-painting effect

unless u want it to be cel-shading like the ones u see in games using a program like 3d studio max or maya, u'd be best stickin wit wutever imaging program ur most comfortable wit
