640x360 VS 640x480 Why are some anime subbed with that size?

Okay, some Fansubded versions of GunGrave, Last Exile, Samurai 7. Are 640x360 and look Wide Screen, but GunGrave looks like it is just cut off at the top and bottom, so your missing some of the show. Is this how it was broadcast on TV in Japan, or just how some of the RAWs come out looking?
