I tried looking around here for info but could find any. Sorry if I missed it.
I would like to right some reviews and help out some Anime that do not have any.
Also for the "Banner" for the show are there any rules about them (size,color,file type)

Anyway, you can also read other people's reviews and the comments. Since there are mods comments, that can give you an idea of how write an review and how improving it.

How do I get to write one.
Is the a link to it or do I have to submit it to someone? or what?
Simple.
Choose your anime of subject, find its MT homepage in browse.minitokyo.net
For example: http://browse.minitokyo.net/89/azumanga-daioh/
On the left menu you will find :
Quote: # Submit
# New Thread
# Submit Wallpaper
# Submit Indy-Art
# Submit Scan
# Submit Review
